Sometime when you install a program, it ended up showing funny characters. Especially if you install Xunlei or QQ or things like that. One way to solve this is to change your Window's non-unicode setting to "Chinese".
But doing so will cause your other programs think that they should be installed in Chinese too. Messy!
Now try this program called Microsoft AppLocale (yea lo, they have this program but never tell you), it lets you select what language to run in for specific program. Neat :)

Note: if you are Vista / Windows 7, remember to run it as Administrator during installation
- run cmd line as admin, then goto the installer and run start applocale.msi
- run AppLocale as admin to install your software
- run AppLocale again (no need to be admin this time) to create shortcut to run your installed app.
